Many homebuyers are lamenting the fact that they would love to purchase a new home and take advantage of some of the great deals and lower interest rates, If only they could sell their current homes.

Since February when the economic stimulus package's $8,000 tax credits provision for first time home buyers took effect this market segment has expoloded. In fact almost 50% of all buyers have never owned a home before. In a more normal market, the percentage of total buyers that are first timers would be closer to 25%. This rush on the starter home market is actually causing some mini-sellers markets to form in the price point. Many well priced homes are actually seeing multiple offers much the same way as they did in the boom. Pricing hasn't recovered to peek, nor is it likely to anytime soon, but when taken as a percentage of peek, the under 200k price point is fairing much better than the next level of homes.

It is actually a pretty alarming contrast do in part to the fewer than expected move-up buyers, the oversupply of homes in the price point, and the discounting from banks and builders. In many communities the pricing differential between "Executive Models" and "Starter Models" are so razor thin as to almost disappear. If you figure in the ability to move your homestead savings from house to house with Florida's new portability laws and the historically low interest rates, Many people are actually able to dramatically increase their home size without increasing the payments.

Move up buyers might even be in a better position to buy than a firsttime homebuyer because of the huge discounts in the luxury and near-luxury homes. This is particularlly true as USDA/Rural Development loans consider changes to income limits for zero down payment loans and FHA raises lending limits to values high enough to purchase homes in this market segment.

As with any investment, Great deals are made buying when others are selling and selling when others are buying. This is a good time for move up buyers to do both.

$8,000 Tax Credit For First-Time Homebuyers......

First-time homebuyers get a tax credit windfall if they buy before December 2009.

NEW YORK (CNNMoney.com) -- There's a nice windfall for some homebuyers in the economic stimulus bill that President Obama signed on Tuesday. First-time buyers can claim a credit worth $8,000 - or 10% of the home's value, whichever is less - on their 2008 or 2009 taxes.
A big plus is that the credit is refundable, meaning tax filers see a refund of the full $8,000 even if their total tax bill - the amount of witholding they paid during the year plus anything extra they had to pony up when they filed their returns - was less than that amount. But there has been a lot of confusion over this provision. Adam Billings of Knoxville, Tenn. wrote to CNNMoney.com asking:
"I will qualify as a first-time home buyer, and I am currently set to get a small tax refund for 2008. Does that mean if I purchased now that I would get an extra $8,000 added on top of my current refund?"
The short answer? Yes, Billings would get back the $8,000 plus what he'd overpaid. The long answer? It depends. Here are three scenarios:
Scenario 1: Your final tax liability is normally $6,000. You've had taxes withheld from every paycheck and at the end of the year you've paid Uncle Sam $6,000. Since you've already paid him all you owe, you get the entire $8,000 tax credit as a refund check.
Scenario 2: Your final tax liability is $6,000, but you've overpaid by $1,000 through your payroll witholding. Normally you would get a $1,000 refund check. In this scenario, you get $9,000, the $8,000 credit plus the $1,000 you overpaid.
Scenario 3: Your final tax liability is $6,000, but you've underpaid through your payroll witholding by $1,000. Normally, you would have to write the IRS a $1,000 check. This time, the first $1,000 of the tax credit pays your bill, and you get the remaining $7,000 as a refund.
To qualify for the credit, the purchase must be made between Jan. 1, 2009 and Nov. 30, 2009. Buyers may not have owned a home for the past three years to qualify as "first time" buyer. They must also live in the house for at least three years, or they will be obligated to pay back the credit.
Additionally, there are income restrictions: To qualify, buyers must make less than $75,000 for singles or $150,000 for couples. (Higher-income buyers may receive a partial credit.)
Applying for the credit will be easy - or at least as easy as doing your income taxes. Just claim it on your return. No other forms or papers have to be filed. Taxpayers who have already completed their returns can file amended returns for 2008 to claim the credit.

WASHINGTON — The Senate has voted to award anybody buying a home this year a tax credit worth up to $15,000 in hopes of jump-starting the sagging housing market.
The homebuyer tax credit offered by GOP Sen. Johnny Isakson would apply to any home purchased as a main residence and would cost taxpayers $19 billion. Senators approved it by a voice vote, adding the idea to President Barack Obama's economic recovery bill.People could claim the credit on their 2008 tax returns and it would apply to any home purchased for one year after the recovery plan becomes law.Isakson patterned his plan after a decades-old idea he says helped lift the economy out of recession in 1975.

Congress just Passed a New Housing Bill that could really help buyers, but there is both a carrot and a stick attached.

First the Carrot...The bill provides for up to a $7,500 tax credit for First Time Home Buyers that can produce some very nice tax refunds..

Now the Stick...The 3rd party down payment assistance that we were using to create 100% financing with FHA loans will be going away as of October 1, 2008...

That doesn't completely rule out all 100% financing...For people in areas that qualify for rural financing that make under 115% of the average gross income might still be able to get 100% financing and it is always worth a look.

However, for the vast majority of buyers a closing date of October 1, 2008 is the last date for 100% financing options. Which would mean a signed contract no later than September 1, 2008...
